	First commit of RawSpillServerMonitorBlock.  The interface probably isn't
	the final one (so don't get too attached) because for the bulk of the
	info it simply returns a reference to the embedded mdSpillData_t struct.
	This isn't ideal since if that struct changes format one can't deal
	with old and new versions of the block with the same code simultaneously
	(same reason we don't use that method in most blocks).
